OMU - OFFENDER MANAGEMENT UNIT

To begin SATOP requirements, you must  pre-schedule an appointment with an OMU.  The fees are set by SATOP Standards and are the same statewide.  The State of Missouri requires all persons entering a SATOP to complete an Evaluation and Referral into the level identified.  This is known as an "A form, Offender Assignment" and must be completed before entering any level.  There are no longer "program only" options.

To complete SATOP requirements, several activities will occur in an OMU assignment, referral, and program level attendance: 

1.  a.   OMU - Offender Management Unit:  You will pay $126 for the OMU placement evaluation, SATOP forms, and program referral  process.  You must also pay a  MHEF (Mental Health Earnings Fund) "supplemental  fee" of $145 at the OMU, all driving offenses require the MHEF fee, (145+126= $271)

  b.  DWI, BAC, MIP (Operating a vehicle or not,) Zero  Tolerance, or Drug Charge, The OMU will refer you to participate in a low or high risk program,  then the program and MHEF fees will be collected.  3 fees total for 1st offender level: OMU $126, MHEF $145, OEP/ADEP $100 ($371 total.)

2.   MIP (Both: While Operating and not Operating a Vehicle,) Zero Tolerance,  Consumption Law, DWI, BAC, or Drug Charge, will participate in an OMU, then both ADEP and MHEF fees will be collected.  3 fees are:  OMU $126, MHEF $145, ADEP $100 ($371 total.)

IF ADEP SERVICES ARE UNAVAILABLE AN OEP  MAY  BE SUBSTITUTED FOLLOWING PROTOCOL.

3.   You will complete a Driver Risk Inventory II (DRI-II), which is a self administered, computer scored and interpreted questionnaire regarding your lifestyle, drinking/drug using habits, attitudes,  related issues.

4.   You will be interviewed one on one - You will meet with a Qualified Professional that has your driving record, counting ALL current and  prior offenses (lifetime,) to ensure accuracy about ANY prior or pending Alcohol or Drug  offenses, and your BAC (Blood Alcohol Content) level at arrest, and fill out the SATOP forms by an OMU Qualified Professional and referred into a program level that meets the Missouri State service level standards.

Based upon the screening factors, you will be referred into ONE of the SATOP Education or Treatment Programs.  You will have a right to a "second opinion" from any other SATOP OMU.  Should you exercise this option, you are required to pay the second OMU a $126 service fee, but no additional supplemental fee will be charged.  The referral made by a second OMU is considered the referral of record - and must be acted upon. 

       SATOP -  PROGRAM COMPONENTS

1.    OEP Offender Education Program:  A ten (10) hour  educational program, offered over an extended period, usually in two separate parts 5 hours each.  This referral is for first time offenders only, with no prior  alcohol or drug related charges.  1st offenders considered LOW RISK are usually referred to this education level. OEP Cost is:  $100

2.   WIP  Weekend Intervention Program:  A 48 hour, intensive educational and group oriented intervention program which is conducted in a restricted setting (you will stay at the program through the weekend), usually scheduled from 4pm Friday through 4pm Sunday. This level is for high BAC 1st offenders and at least one prior alcohol or drug related offense. WIP cost varies $150 to $440.52 depending on income. 

3.   CIP  Clinical Intervention Program:  A 50 hour, outpatient rehabilitation that includes 20 hours of group education, 20 hours of group therapy, and 10 hours of individual counseling, minimum 5 weeks, usually taking 6 to 7 weeks.  This is usually for multiple offenders with prior offenses. CIP fees are dependent upon your income.  CIP cost varies $150 minimum to $1005.91 maximum. 

4.   ADEP  Adolescent Diversion Education Program:  Typically age 17 and under, but can include to age 20, A ten (10) hour educational program, offered usually in two separate 5 hour parts.  This referral  is for first offenders only, with no prior alcohol or drug related charges.  1st offenders with a BAC of .18 and over may not be considered for this level.  ADEP Cost: $100.  ADEP court referrals will do OMU.

 5.   YCIP  Youth Clinical Intervention Program:  A 25 hour, Outpatient rehabilitation for youthful offenders with prior charges, that includes 10 hours of  group education, 10 hours group therapy, and 5 hours of individual counseling, usually taking 3 to 6 weeks. YCIP fees are dependent upon your income. YCIP cost varies $150 minimum to $490.02. 

Participants should  maximize the potential offered by SATOP, view the program experience, not as some additional punishment or penalty, but rather to gain new insights into alcohol and/or drug usage behaviors that affect lifestyles, marriages, relationships, parenting, jobs, finances, and health.  

USUAL LOW RISK COSTS:  Usual or expected 1st Offender costs are Total: $371. $271 ($126 + $145) and Program fees of $100 for (OEP/ADEP.)    USUAL HIGH RISK COSTS:   Usual High Risk, or Multiple Offender costs, are $271 ($126 + $145) and Program fees that vary to income and program type.  Program costs for WIP/CIP/YCIP are set by a "Sliding Scale" depending upon your total GROSS income,   including any spouse income,  (less child support only.)
